Anti-Corruption Assessment of Legal Acts or Draft Legal Acts
Anti-corruption assessment of legal acts or draft legal acts is one of the corruption prevention measures established in the Law on Prevention of Corruption, hereinafter referred to as the LPC.
During an anti-corruption assessment, existing or proposed legal regulation is assessed in order to identify shortcomings in the legal regulation that may create conditions for corruption, dishonest, unfair, non-transparent or biased conduct, as well as to improve the quality of legal acts being adopted.
In cases where a draft legal act is intended to regulate public relations specified in Article 8 of the LPC, an anti-corruption assessment of the draft legal act must be carried out in accordance with the Rules for the Anti-Corruption Assessment of Draft Legal Acts, approved by Resolution No. 243 of the Government of the Republic of Lithuania of 12 March 2014 “On the Approval of the Rules for the Anti-Corruption Assessment of Draft Legal Acts”.
At present, anti-corruption assessment of draft legal acts is not carried out at the Fisheries Service.
