Objectives and Forms of Public Consultation

The objectives of public consultation are to:

  • ensure openness and transparency in legislation;
  • learn the public’s opinion on issues of legal regulation and ways to address them;
  • provide the public with an opportunity to influence the content of a draft legal act;
  • better assess the positive and negative consequences of proposed and existing legal regulation, as well as the costs of its implementation.

The forms of public consultation include:

  • round-table discussions;
  • conferences and forums;
  • group discussions;
  • surveys;
  • invitations to submit proposals;
  • other innovative methods.

The opinions, insights and proposals collected are used in the preparation of draft legal acts or in making other decisions, as well as in assessing and substantiating the impact of the proposed legal regulation.
